EPA General Discharge Permit

Ladies and Gentlemen,
As of last year the EPA required a General Discharge Permit be aboard every vessel greater than 79 feet in length. The EPA has provided a permit guideline which SAC has reviewed. We have highlighted in yellow areas pertinent to SAC vessels over 79 feet in length. It is estimated you can cover the highlighted areas in 15-minutes. We have confirmed with the Director of the EPA Section overseeing this permit that the permit is in effect now. The USCG has been instructed to begin enforcement in the near future. The following printed material IS THE PERMIT and is required to be aboard the boat. We recommend you keep the log material required in this permit binder.
ACTION BY BOAT OWNER
1. Please print out the 162 Page General Discharge Permit from the link provided below on a color printer and place it in a binder aboard the boat.
2. Assign the Master to carefully review the ENTIRE permit and pay special note to all of the yellow highlighted areas.
3. Carefully read section 4 as this outlines what must be entered in the ships log.
a. Note the weekly reporting
b. Note the quarterly reporting
c. Note the annual reporting
d. Note the dry dock reporting
e. Note the one time report (provided) on recommendations to the EPA
You will see constant reference to Notice of Intent (NOI) that must be submitted to EPA for vessels over 300 gross tons. Most of the text pertains to such vessels and DOES NOT apply to SAC vessels.
