Overview of Carl Moyer Program
(Financial Incentives for Purchasing Lower-Emission Heavy Duty Engines, Equipment, and Emission Reduction Technologies)
Since 1998, the Carl Moyer Program has provided funding to encourage the owners of diesel engines to go beyond regulatory requirements by retrofitting, repowering, or replacing their engines with newer and cleaner ones. While regulations continue to be the primary means to reduce air pollution emissions, the Carl Moyer program plays a complementary role to California’s regulatory program reducing NOx and PM by funding emission reductions that are surplus, i.e., early and/or in excess of what is required by regulation.
There are three primary sources of funding for the Carl Moyer Program. They are the Ventura County Air Pollution Control District (VCAPCD), South Coast Air Quality Management District (SCAQMD) and the County of San Diego Air Pollution Control District (SDAPCD).
These programs offer varying level of compensation for replacing engines and often include your employee costs. Read the program documents thoroughly and be especially aware of due dates and record keeping requirements.
