Customs & Border Patrol


U.S. Customs and Border Protection (CBP) has been a good partner to sportfishing in the Southern California region. An important policy decision made by this organization is the Western Hemisphere Travel Initiative (WHITI). An important factor with WHITI is that when a vessel leaves a Southern California port and fishes in open ocean (including Mexico waters), and then returns to port without touching another vessel or land, that they are on a domestic voyage and do not have to report for CBP inspection.

CBP does ask that anglers be aware of the ocean vessel/aircraft movements and report any unusual activities to the Joint Harbor Operations Center in San Diego, (619) 278-7031 or Marine VHF Channel 16. For those vessels that do enter a foreign port they must clear CBP inspection at the Shelter Island Harbor Police Station (24 hours), 1401 Shelter Island Drive, San Diego, CA 92106. This station is located on the south tip of Shelter Island.
